The Register will combine parts of the old schedule and the old register
The register will be incorporated into the Item Top sheet
The workflow will be Draft >> For System Owner approval >> for System manager approval >> Issued.
New revisions will be created by reverting the existing document to draft
An edit history of change activiy ( not to field level ) will be required
